Cooperation Initiative of
Global Trade in Services Summit of the 5th CIFTIS
At present, the world is in a period of great evolution, great reform and great change. Economic globalization has brought a powerful driving force to the growth of the world economy, among which the service industry and trade in services have become the new engine for the global economic growth. Meanwhile, against the backdrop of economic globalization there are some problems in the service industry and trade in services, such as uneven and inadequate development, low level of openness, insufficient growth drivers, and lag in governance mechanism. To solve these problems and promote the sustainable development of world economy and the construction of a community with a shared future for mankind, including prosperity for all, the Ministry of Commerce of the People’s Republic of China as well as the United Nations Conference on Trade and Development propose the following initiatives:
Explore solutions under the blueprint of building a community with a shared future for mankind, including prosperity for all. With deeper and deeper interconnection and interdependence among all countries and international consensus of building a community with a shared future for mankind, including prosperity for all, solutions should be sought in response to the growing multi-polarization, economic globalization, societal informatization, and cultural diversification.
Accelerate the implementation of “The 2030 Agenda for Sustainable Development” adopted by the United Nations Member States in 2015. We should promote durable, inclusive and sustainable economic growth, ensure sustainable consumption and production patterns, revitalize the global partnership for sustainable development, reduce inequality within and among countries, end poverty in all its forms around the world, and achieve sustainable development of economies, societies and the environment.
Leverage the role of trade in services as the engine for world economy growth. We should put into full play the forces of service industry and trade in services in increasing income, promoting employment, increasing access to basic services and realizing high quality development. We should also promote coordinated, balanced and high quality development of all countries and regions in the world including the developing countries and the least developed countries.
Enhance the opening up of service industry and the liberalization of trade in services. Openness is a must for world’s prosperous development. We encourage all countries to take more open polices and measures in the service sector, accompanied with adequate regulations and institutions. The “Belt and Road” Initiative can serve as an open and cooperation platform. We should strengthen the construction of the multilateral trading system and mechanism that are rule-based, transparent, non-discriminatory, open and inclusive, and help continuously improve the business environment and promote liberalization and facilitation of trade in services.
Support the innovative development of the service industry and trade in services. It is important to ensure that all countries have the opportunity to benefit from internet and cloud computing. We encourage all countries to promote innovation of business modes and models such as digital and sharing economy to integrate and update the traditional industrial value chain through trade in services, and lead innovation of trade in services.
Establish and cultivate diversified partnerships. As the first and largest open platform for cooperation for trade in services, all countries are welcomed to fully use CIFTIS in establishing diversified partnerships among governments, international organizations, business chambers and enterprises, and promoting more cooperation achievements through exchanging experiences in designing and implementing effective policies and practices.
Underlining that development should be pursued based on openness, inclusiveness, mutual benefit and balance, we call on the international community to work together, accelerate the process of liberalization and facilitation of trade in services, promote deeper economic globalization, share the benefits from economic globalization, and expedite implementation of national action plans of “the 2030 Agenda for Sustainable Development” in a common effort towards building a community with a shared future for mankind, including prosperity for all.
