城镇居民基本医保主要解决三类人群医疗保障

    2007年8月23日15时，国务院城镇居民基本医疗保险部际联席会议办公室主任、劳动保障部副部长胡晓义接受中国政府网专访，就城镇居民基本医疗保险试点问题与网民进行在线交流。

    [网友城镇居民基本医疗保险]城镇居民基本医疗保险主要解决哪些人群的医疗保障问题？

    [胡晓义]居住在城镇，但是又没有被城镇职工的基本医疗保险覆盖的人群，主要是三类人：

    一类是学生和少年儿童。

    第二类是没有工作过、没有收入的老年人。

    第三类是处于劳动年龄阶段但丧失劳动能力，比如说重度残疾人等等这样一些群体。
