1998年10月1日,以京沪、京广、京哈三大干线为重点,进一步提高列车速度。最高运行时速达140~160公里,非重点提速区段快速列车运行时速达120公里,广深线采用摆式列车最高时速达200公里,其他线路具备提速的区段列车运行速度也有一定幅度的提高。全路客车平均旅行速度达到55.16公里/小时。时速140公里的线路由239公里增加到1454公里,时速160公里的线路由268公里增加到445公里。
