免除学杂费惠及近1.5亿名农村中小学生

    “今年，国家施行了免除学生学杂费政策，得到了广大学生、家长和老师的称赞和衷心拥护。”吉林省伊通满族自治县实验中学教师王丽艳说。

    今年以来，我国农村义务教育经费保障机制改革全面推进。从2007年春季学期开始，全国农村义务教育阶段学生全部免除了学杂费，国家还为贫困家庭学生提供了免费教科书、补助寄宿生生活费。

    新制度实施后，农村义务教育投入大量增加，农村中小学运转水平大幅度提高，教育乱收费问题得到有效遏制，农民的教育负担大为减轻。其中，西部农村地区仅免除学杂费一项，平均每个小学生年减负140元、初中生年减负180元；享受免费教科书的贫困生，小学生平均年减负210元、初中生平均年减负320元。

    财政部教科文司有关负责人表示，2007年免除学杂费政策全部到位后，将惠及40多万所农村中小学校、近1.5亿名农村中小学生。
