三个"明显高于"助农增收

    “财政支农投入的增量要明显高于上年，国家固定资产投资用于农村的增量要明显高于上年，政府土地出让收入用于农村建设的增量要明显高于上年。”

    相对于前年中央农村工作会议提出的三个“高于”、去年会议提出的“继续高于”，今年会议提出的这三个“明显高于”进一步提升了惠农政策的含金量。“大幅度增加农业农村投入”被放在当前和今后一个时期几项重点工作的首要位置。

    “调整耕地占用税使用方向，新增收入主要用于‘三农’。”

    “调整城市维护建设税使用范围，各地预算安排的城市维护建设支出要确定部分资金用于乡村规划、基础设施建设和维护。”

    这些政策的调整，有的在原来的基础上扩大了范围、加大了力度，有些则是全新提出的。一系列“明显高于”“调整”“继续加大”“提高”“大幅度增加”等用词，对增加农业投入、促进农民增收，影响深远。

    值得注意的是，这次会议用了“强农惠农政策”的新提法，与以往“支农惠农政策”虽只有一字之差，但意味深长。
