辽宁昌图县完成集体林权主体改革

    目前，铁岭市昌图县34个乡镇、425个村的集体林产权制度主体改革已完成，是该市第一个完成主体改革的县(市)区。现已进入资料归档、集中发证阶段。

    2005年11月，昌图县被铁岭市委、市政府确定为平原地区集体林产权制度改革试点县，同年12月22日，该县七家子镇八里村率先“试水”，拉开了全市集体林产权制度改革的序幕。截止目前，全县完成林地经营权、林木所有权明晰到户94.7万亩，占应改面积的95%；共收回林地4.4万亩；收取林木所有权、林地使用权转让金3.56亿元。

    林改不仅壮大了昌图县村级集体经济，还激发了广大农民造林、护林的积极性。今春，该县个人造林就达5万多亩，成活率95%以上。(辽宁省林业厅)
