集体林权改革的重点

    本次改革重点是建立经营主体多元化，权、责、利相统一的集体林权经营管理新机制，实现“山有其主、主有其权、权有其责、责有其利”的目标。改革的范围主要是林木所有权和林地使用权尚未明晰的集体商品林及县级人民政府规划的宜林地。
