集体林权改革的历史必要性

    我国现有集体林面积占全国林业总面积的57.55%，其中经济林和竹林分别占全国的90%以上，在中国林业发展中占有重要地位，总经济价值至少在20000亿以上。

    由于集体山林产权不明晰，经营主体缺位等体制性障碍，导致集体林木只砍不造、造而不管，致使森林资源越来越少，更有甚者，群众之间、村落之间为争夺森林资源产生矛盾、造成纠纷，成为社会潜在的不稳定因素；不利于生产要素向林业聚集，制约了林业的快速发展。

    深入进行林权制度改革，让经营者有其山，植树者受其益，务林者得其利，充分调动各方面的造林积极性，提高林业的集约经营水平，把我国集体林经营好、管理好、发展好，不仅是“相持阶段”林业发展的必然要求，也是新时期加快生态建设，实现人与自然和谐发展的历史选择。
