国际粮价连创新高各出口国限制出口

    2007年11月，阿根廷政府将大豆出口税从27.5%提高到35%，小麦的出口税从20%提高到28%，并且对牛肉实行出口数量限制。

    2008年3月，阿根廷政府宣布小麦和玉米出口税率从28%和25%下调至27.2%和24.2%，但大豆和向日葵籽出口税率从35%和32%提高到44.1%和39.1%。此外，阿根廷将根据国际市场价格变化对农产品实行出口浮动税率，价格涨落则税率也相应升降。

    2007年2月13日，印度宣布，为了保证国内供应、平抑物价，整年都将禁止小麦出口。3月7日，印度宣布限制玉米出口，只允许四家国有公司出口玉米。10月，印度禁止了面粉出口。

    印度尼西亚的棕榈油出口关税从1%左右提高到了6.5%。

    在遭遇了2007年的洪涝灾害之后，俄罗斯降低了农产品进口关税，并开始对部分进口实施补贴。作为第五大小麦出口国，2007年对小麦出口加征了10%的出口关税，2008年，税率被提高到40%。
