打造“珠三角东部历史文化名城”

进一步发掘惠城历史文化底蕴，积极培育和发展以"东江民俗文化"、"东坡寓惠文化"、"东江革命历史文化"、"东樵宗教文化"为特征的"四东"文化。要进一步保护好文物古迹和非物质文化遗产，制订非物质文化遗产保护工作整体规划，设立非物质文化遗产保护基金，抓好李家拳、麒麟舞、龙形拳等非物质文化遗产的培植创新，形成惠城历史文化的系列品牌，到"十一五"期末把惠城建成历史文化底蕴深厚、现代文化气息浓厚的珠三角东部历史文化名城。
